在2017年5月24日晚的外交部的例行记者会上,有记者向外交部新闻发言人陆慷问及此事。被网友封为“外交**天团”里“耿直boy”的陆慷,首先回应道:任何中国公民、对于任何事的表态都应该负有责任。随后,陆慷更是用了400多字表明了对事件的看法,网友们从这次的回应中听出了祖国的语重心长。

问:中国留学生杨舒平周日在美国马里兰大学发表了一篇有争议的演讲,在中国国内引发愤怒情绪。中国**是否认为中国留学生、特别是赴美留学生有义务发表负责任的涉华言论?中国驻美使馆是否介入此事?中国**是否就中国留学生能说什么、不能说什么发布指导性意见?

答:关于**个问题,我想说,任何中国公民、对于任何事的表态都应该负责任,不仅是有关中国的问题,对任何问题都应该如此。

A: On your first question, I would like to say that any Chinese citizen should be responsible for the remarks he or she makes. This applies to not only China-related issues, but also other issues.

关于你提到中国驻美使领馆是否介入此事,以及中国**是否因此发布针对留学生的指导性意见,我没有听说这样的情况。

As to the involvement of the Chinese Embassy in the US and the issuance of guidance for overseas Chinese students, I have not heard about that.

事实上,你的问题不是一个外交问题,但既然你问到了,网上也有很多评论,我可以说两句。我想可能很多网民都认为,任何国家都有自己值得骄傲的一面,同时每个国家在发展过程中也都存在一些发展中的问题,一个公民在评论自己国家时是在什么样的场合、以什么样的方式作评论,相信所有人都不难从中感受出他/她对祖国是什么样的感情。

In fact, what you asked is not a diplomatic issue, but I would like to make a few comments since you have raised this question and given that there are also many remarks on the Internet. I think many netizens believe that every country has what it takes pride in, while it may also encounter some problems in its course of development. When a citizen makes remarks on his or her own country, regardless of the occasion and the way, others can easily sense the feelings he or she shows towards the motherland.

我也注意到,你提到的这位学生后来又作出公开表态、或者说是一个道歉。她说自己热爱祖国,也愿意在学成之后回国为祖国做出自己的贡献。如果这一消息属实,我想说,当前中国在国外有很多留学生,这些年轻学子出国以后对一些事情的看法和认识可能都会经历一个发展和变化的过程。但只要他们最终还是从心底热爱自己的国家,愿意为祖国做出贡献,我相信中国**是鼓励、支持和欢迎的。

I also notice that the above-mentioned student has made a statement or, so to speak, an apology later on. She said that she loved her motherland and wished to come back to make contribution to it after graduation. If this is true, I should say that, many young Chinese students are now studying overseas, whose views and perceptions of some things may change and evolve after going abroad. But as long as they love their country deep down their heart and stands ready to contribute to it, I believe the Chinese government will encourage, support and welcome them.

2017年5月21日,中国留学生Yang Shuping(杨舒平)作为毕业生代表被选中在美国马里兰大学2017年毕业典礼上发言。演讲开篇,她就提到了去美国上学的原因。与一般留学生的叙述还真不太一样,无关文化交流、扩展眼界,而是:空气。

在云南昆明出生的她在演讲中提及,“这里的空气如此香甜又新鲜”。“在我成长的中国城市,每当我外出时都必须戴上口罩,不然我可能会生病”。

People often ask me: Why did you come to the University of Maryland?

I always answer: Fresh air.

Five years ago, as I step off the plane from China, and left the terminal at Dallas Airport. I was ready to put on one of my five face masks, but when I took my first breath of American air. I put my mask away.

The air was so sweet and fresh, and oddly luxurious.

I was surprised by this. I grew up in a city in China, where I had to wear a face mask every time I went outside, otherwise, I might get sick.

However, the moment I inhaled and exhaled outside the airport.

I felt free.

No more fog on my glasses, no more difficult breathing, no more suppression.

常常有人问我,你为什么要来马里兰大学?

我总是回答,因为这里有新鲜的空气。

五年前,当我走出从中国启程的飞机,离开达拉斯航站楼,我准备好要拿出一只口罩戴上,我总共带了五只口罩。但当我**次闻到美国的空气,我放下了口罩。

这里的空气如此甜美、清新,而且有些莫名的奢侈。

我很惊讶。在我成长的中国城市,每当我外出时我都必须戴上口罩,不然我可能会生病。

但是,当我呼吸到机场外空气的那一瞬间,我感受了到自由。

我的眼镜上不再有雾,我的呼吸不再困难,压抑感也不复存在。

除了新鲜的空气,她还“呼吸”到了“自由”↓↓↓

At the University of Maryland, I would soon feel another kind of fresh air for which I will be forever grateful — the fresh air of free speech.

Before I came to United States, I learned in history class about the Declaration of Independence, but these words had no meaning to me— Life, Liberty and the Pursuit of happiness.

I was merely memorizing the words to get good grades.

These words sounded so strange, so abstract and so foreign to me, until I came to University of Maryland.

I have learned the right to freely express oneself is sacred in American.

Each day in Maryland, I was encouraged to express my opinions on controversial issues.

I could challenge a statement made by my instructor. I could even rate my professors online.

在马里兰大学,我马上又感受到另外一种新鲜空气,它使我永远心存感激,那就是言论自由的新鲜空气。

来美国之前,我在历史课上学到过《独立宣言》的内容,但是那些字眼,生命、自由、对幸福的追求等概念,对我来说没有任何实际含义。

我只是在死记硬背,为了拿到高分。

对我而言,这些词听起来如此陌生,如此抽象,如此“舶来”,直到我来到了马里兰大学。

我才理解,在美国,表达自己观点的权利是神圣的。

在马里兰,我每天都受到鼓励,去表达我对一些有争议问题的看法。

我可以挑战我导师的观点,甚至可以在网上点评教授。
